Major zoning update expands downtown boundaries

The Round Rock City Council has approved a sweeping update to downtown zoning and development rules, marking the first major overhaul in nearly a decade. The changes, adopted October 23, rezone 114 parcels throughout the downtown area, expanding boundaries and introducing new development options designed to encourage growth while preserving community character.

Taller buildings and new mixed-use opportunities

Under the new plan, building height limits have been raised in key areas. Properties along May Street and Round Rock Avenue may now reach up to eight stories, while parcels along I-35 can rise to 12 stories.

Developers of taller buildings will be required to include privately owned public spaces, such as courtyards or plazas, to enhance pedestrian activity and community use.

The zoning update also revises the city’s mixed-use district, allowing single-family homes alongside multifamily projects. This amendment followed input from residents and council members who voiced concerns that restricting new construction to multifamily units could limit property owners’ flexibility.

Balancing growth with property rights

Mayor Craig Morgan said he supports downtown’s continued evolution but emphasized the importance of maintaining flexibility for homeowners. “You should be able to do what you want with your land within the guidelines,” Morgan said during the council meeting.

Other provisions include prohibiting new bars within the historic downtown core while allowing bed and breakfast establishments to open. City leaders said the update strikes a balance between preserving the district’s historic charm and encouraging responsible development.

Zoning rules take effect immediately

The new ordinances are now in effect, shaping the next phase of Round Rock’s downtown growth. City officials said the changes are intended to support a more vibrant, mixed-use environment that aligns with evolving community goals and the city’s long-term vision for urban renewal.
