Council approves zoning and plan amendments
Round Rock City Council has approved two ordinances that amend the city’s comprehensive plan and rezone a 3.86-acre tract along East Palm Valley Boulevard, allowing limited commercial development near Old Settlers Park. The vote waived the requirement for a second reading.
The property, located at 3260 E. Palm Valley Blvd., was rezoned from open space to a limited general commercial zoning district. While the action permits commercial uses on the site, it does not approve any specific development proposal.
What the changes do and do not allow
The comprehensive plan amendment updates the city’s future land use map, which serves as a policy guide for how Round Rock anticipates growth and development over time. City documents note that the map helps inform zoning decisions but does not regulate land use on its own.
By contrast, the rezoning establishes what types of uses could be considered on the property moving forward. Any future project on the site would still require separate review and approval through the city’s development process.
Location and surrounding uses
The tract sits along a major corridor near Joe DiMaggio Boulevard and Harrell Parkway. According to city information, the surrounding area includes a mix of existing commercial properties, planned unit developments, and open space.
The city’s Planning and Zoning Commission recommended approval of both the comprehensive plan amendment and the rezoning following a public hearing held in December.
Context near a growing park destination
The rezoned property is located near Old Settlers Park, where the city is currently undertaking multiple improvement projects. The recently completed Lakeview Pavilion and Stage is the latest addition to the park, alongside other ongoing efforts that include new sports fields, an expansion of Rock’N River, and construction to replace the Joanne Land Playground.
City officials have not tied the rezoning to any specific park-related development, but the action reflects continued planning activity in an area seeing both public investment and private interest.
For now, the decision simply sets the framework, leaving future proposals to be evaluated on their own merits as the area around Old Settlers Park continues to evolve.
