The Hutto City Council is again weighing the future of the proposed Legacy Park development, a 94-acre mixed-use project planned near the Samsung site in neighboring Taylor. At its May 1 meeting, council reviewed a revised proposal from the developers, who are requesting to move the site into Hutto’s water service area to support an estimated 587 living unit equivalents.
Mixed-Use Development Near Key Growth Corridor
Legacy Park aims to bring a mix of multifamily housing, light industrial facilities, and retail space to an area just outside Hutto’s official boundaries. The site’s proximity to Samsung’s expanding Taylor campus adds strategic importance, potentially drawing residents and businesses tied to the semiconductor industry’s footprint in the region.
Utility Jurisdiction at Center of Discussion
Currently, the site falls under Jonah Water’s service area. Developers are asking for a shift to Hutto’s jurisdiction to better support future infrastructure and utility demands. This request would allow Hutto to serve water to the development, requiring coordination and possible agreement between the city and Jonah Water.
Council Voices Caution on Expansion
Council members expressed a mix of opinions on the proposal, particularly regarding the implications of extending city services outside of existing boundaries. Concerns centered on long-term city planning, precedent-setting, and the need to align growth with available infrastructure.
While no decision was made during the meeting, developers acknowledged the feedback and plan to revise their proposal to better address council concerns. A follow-up discussion is expected at a future council session.
